“Secretary’s Legal Assistance Project” Volunteers Requested by CBA

A Letter from Mark A. Dubois, CBA President and Denise W. Merrill, Secretary of the State:

As the Secretary of the State, it is Denise Merrill’s responsibility to oversee elections, but carrying out Election Day 2014 requires a massive team, especially with a gubernatorial election. And so, the Connecticut Bar Association and the Secretary of the State are once again forming a partnership for this fall’s election called the “Secretary’s Legal Assistance Project.” The goal is to build a list of attorneys who could be available “on call” and be deputized for the day as representatives of the Secretary of the State.

Attorneys will serve much like a witness, who can communicate the neutral facts of a situation to the Secretary of the State in a polling station dispute.  For example, a candidate activist might call the Secretary’s office claiming “they are turning voters away from Main Street School." In fact, these voters may either be at the wrong voting location or there may be challenges to an Election Day registration. The Secretary cannot effectively assist people if they are not provided the proper facts and so the attorneys through this program will be called to visit the poll in question and find out what is actually happening. You are to be the eyes and ears on the ground.  

The parameters of the Secretary’s Legal Assistance Project for the attorney are as follows:

·         You will not serve as an enforcement agent, but rather as a reliable source of information. As attorneys you know how to ask questions and get answers.

·         You will not be required to take an entire day off from work. You will be contacted, as needed, for your general geographic area.

·         If you are contacted to visit a poll in your area, you will be given a signed letter deputizing you as a representative of the Secretary’s office.

·         You must be non-partisan. If you are actively involved in a campaign, this isn't the job for you.

·         Candidates or immediate family members of candidates are not eligible to participate.

·         If you belong to a party’s town committee you are eligible to volunteer but not in the town where you live.

·         You will receive e-mail communication and a request to participate in a training webinar in October. Set your e-mail’s spam filters to accept communication from e-mails using "@ctbar.org" and “@ct.gov.”

·         Upon signing up you will be asked to give your contact information and general information about your schedule on Election Day, Tuesday, November 4, 2014.
